Operational Control Centre: What it is and why to connect cameras
An Operational Control Centre (OCC) receives incident information and coordinates response teams. It receives and processes information about incidents, coordinates response teams and uses video surveillance to assess the situation. Connecting the facility’s cameras allows for coordinated video streams to be transmitted to the system through which police access the image.

The requirement does not apply automatically to every store, cafe or office. Important are the inclusion of the object in the list of vulnerable in terrorist terms objects (UTO), industry standards, notification of the authorized body and issued technical specifications.
What is Operational Control Center in Simple Words?
The Operational Control Centre is the operational management centre of the internal affairs bodies. Its task is to receive and process information about incidents around the clock, monitor the operational situation and coordinate the actions of police squads. Operational Control Centre staff use communications, information systems, maps and video surveillance systems available to them to assess the situation.
What is the purpose of Operational Control Centre?
- receive and record reports of incidents;
- dispatches response teams and monitors their arrival;
- collects and analyzes information about the operational situation;
- use video surveillance to identify and evaluate events;
- Maintains and provides records in the prescribed manner.
How Operational Control Centre and Object Cameras are Connected
Cameras of a school, shopping center, residential complex or other facility can transmit coordinated video streams to a video monitoring system. Operators receive the image from selected cameras and can use it to monitor the situation and respond to incidents.
At the same time, the local system of the object continues to perform its own tasks: recording the archive, viewing by security and controlling the territory.
Operational Control Center is not just a DVR
Video surveillance is just one of the center’s tools. Operational Control Centre brings together employees, communications, information systems and operational management procedures. The very presence of cameras does not mean automatic connection: the base, list of cameras, transmission format, communication channel, access and acceptance procedure are specified according to the requirements of the authorized party and the technical specifications of a specific site.
Operational Control Centre and NSVM: What’s the difference?
The Operational Control Centre is a police unit. NSVM (National Video Monitoring System) It is a system that combines video surveillance and access to video according to established rules. Therefore, the phrase “connect to the Operational Control Centre” describes a practical task, but the specific transmission scheme depends on the operator, the receiving party and the specifications.
Regulatory framework of NSIM: Rules of functioning of NSVM, order No 69-ke of 27.10.2020.
Clear transmission pattern
Which cameras transmit the video, where the stream is directed, and who is responsible for each part of the system.
Verification of compatibility
Equipment and formats are checked prior to purchase to avoid replacing the operating system without need.
Calculation of communication channel
The bandwidth is determined by the number of streams and their agreed parameters.
Documented acceptance
The result is confirmed by verification of the transfer and execution of documents according to the applicable procedure.
Who needs a video surveillance connection
Schools and kindergartens
For educational organizations referred to as GUTO, there is an industry instruction. It provides for the transfer of video to the Operational Control Centre or duty units of the territorial bodies of internal affairs. Applicability is verified by the status of a particular organization.
Objects of trade
For objects of internal trade, referred to as GUTO, it is possible to transmit a video signal to the Operational Control Centre or duty units of the police. The very fact of the store or renting a room does not determine all duties: you need to check the status and requirements for the object.
For other sites, general anti-terrorist protection requirements and relevant industry regulations apply. If there is an order or notification, start with its details and a written clarification of the connection scheme with the authorized party.
General regulatory framework: Resolution of the Government of Kazakhstan No. 305 of 06.05.2021.

Technical Requirements: What to Check
From July 12, 2026, a new version of Annex 2 to the NSVM Rules is in force. The following parameters relate to the connection according to these Rules. For a specific object, industry norms and technical conditions of the operator are additionally taken into account.
| Parameter. | Requirement/verification |
|---|---|
| Camera resolution | At least 1920 × 1080 pixels. |
| Frame rate | Conversion and transmission of video signal: at least 25 frames / s. |
| Bitrate | At least 2,000 kbps. The final settings are agreed upon by TU. |
| Complicated lighting | WDR at least 120 dB; mechanical IR filter for day/night mode. |
| Security of cameras | For exterior: not lower than IP66; anti-vandal protection according to the application: IK10. |
| Backup power | At least 60 minutes according to the requirements of Annex 2; load and capacity are calculated for the actual system. |
| Archives in schools and kindergartens | According to the standards for preschool and secondary education: storage for at least 30 days. For other objects, the applicable norm is checked. |

How to Calculate an Internet Channel
Consider the speed. payoffThe number of simultaneously transmitted streams and their actual bitrate. For example, 4 cameras × 2 Mbps = 8 Mbps of video data. In addition, you need a reserve for service traffic, load fluctuations and other services. This is an example of calculation, not a universal norm for any object.
Channel type, routing, protection and access are determined by TU. Only fiber optic, a certain registrar brand or a public static IP should not be considered mandatory in advance.
Equipment and system configuration

- Cameras: areas of view, image quality, night work and compliance with the required characteristics.
- Registrar: support for the desired streams, access to the archive, disk capacity and compatibility with the receiving system.
- Network: condition of cables and switches, PoE power, channel availability and no overload.
- Safety: individual accounts, agreed access rights and secure connection scheme.
- UPS: power all nodes necessary for recording and transmitting video, checking battery life.
How does the connection go?
For NSVM, the procedure is established by the Rules. The practical steps below help organize the work; the specific addressees and deadlines are taken from the current procedure and the documents received.
- Check the base. Determine the status of the object, the applicable instruction and the content of the notification.
- Request technical specifications. Transmit information about the system and communication channel to the operator in accordance with the established procedure.
- Conduct an examination. Compare the existing equipment with the TU, determine the necessary changes.
- Prepare the system. Set up cameras, recorder, channel, archive and power supply.
- Pass a compliance check. Provide the system for inspection by the operator procedure.
- Organize the transfer and execute the act. After permission to verify the receipt of the video by the receiving party and document the connection.
Order of connection: Rules of NSWM. Installation of equipment by itself does not confirm the completed connection.
What to prepare before the survey
To assess the scope of work, it is convenient to collect in advance:
- the address, purpose of the facility and the contact of the responsible officer;
- notification, order and technical specifications, if already received;
- diagram of the location of the cameras and a list of models of cameras, registrar and network equipment;
- information about the communication channel, parameters of flows and access organization;
- data on the storage period of the archive and backup power.
This is a working list for the survey. The official set of documents is determined by the authorized party for the chosen procedure.
Mistakes that interfere with video transmission
Cameras installed, but reception unchecked
The local image on the monitor does not confirm that the stream is available to the receiving party.
They only measure downloads.
For the transfer of cameras, recoil, stability of the connection and load during the operating hours of the object are important.
Open access without consent
Publishing ports and sharing passwords increases the risk of unauthorized access. The protection scheme will be agreed before launch.
Purchase equipment before receiving TU
First, check the compatibility. This helps to keep the right devices and replace only the necessary nodes.
Frequently asked questions about connecting to Operational Control Centre
Does every store and cafe have to be connected?
This cannot be automatically stated. Check the status of the object, applicable requirements of anti-terrorist protection and documents of the authorized body. Instructions for objects of trade refer to objects related to the GUTO.
